The main headline (Bus hostage-taking deemed ‘local crisis’. Puno admits no training in hostage situations) gave space to the hearings by the DeLima committee on the hostage crisis, giving the PNP much negative publicity. The hearing seems to show that Usec Puno is ready to admit his incompetence in the situation and might very well going to be the fall guy. PNP -1. Usec Puno -1.

Nevertheless, we count this news negative to the President. The President also basically gave DILG Sec.
