A three year old blast, a photo of preparations in a cemetery in Davao and a photo of the President on headphones, probably listening to translations, took the center-stage in the Philippine Daily Inquirer front page today.

The headline today (Mall blast probed again. Was it gas or bomb that wrecked Glorietta 2?) is a repeat of the report on the allegation that the blast that took place three years ago in Glorietta is caused by a bomb, but this time adding that the DOJ is weighing in on it. Of course, this means bad for the former administration who is inferred to have made the cover-up, and in a way to PNP chief David, who is also involved in the investigation. Arroyo -1. David -1.

The other front page news today:

De Lima: Bar explosion well planned - is a report on the comments of Sec. De Lima on the investigations on the Bar Exams grenade blast, confident that they have the right suspect, but not explaining why there is no warrant of arrest issued on anybody nor saying what their witnesses knew. The report also gave VP Binay's side on his supposed defense of the suspect. De Lima +1. Binay +1.

Lotto winner stuck to her numbers for 10 years - is a compilation of stories on winning the lotto.

P-Noy urges Asean: Speak with one voice - is a report on the position the President is taking on the Spratlys issue, which is similar to the US position. The news that came exclusively from the administration side of course turned out positive for them. Aquino +1.

The headline (APO frat forms legal team to defend brod. NBI files attempted murder charges vs bomb suspect) is a report on the grenade throwing suspect being charged in court as his frat-mates ready his legal defense. The mention of a prominent frat-mate, VP Binay is held to a minimum making the news generally neutral to him.

Vice President Binay is on the Phil. Daily Inquirer Front Page today.

The main headline (Binay ‘clears’ suspect in bar exams blast ) is a report on the suspected Bar Exams grenade thrower who is a member of the same fraternity as VP Binay's. The paper did not notice the discrepancies when praises were given to the VP for turning over the suspect to the DOJ, while everyone is saying that justice will be pursued at all cost as voiced by the President, and all while the suspect is not charged in court even if there are witnesses pointing at him. Binay +1, Delima +1, Aquino +1.

The other news today:

Tsunami, volcanic eruption hit Indonesia - an update on a couple of natural disasters happening almost simultaneously, but unrelated to each other, in Indonesia.

4 MONTHS UNDER AQUINO. RP up a bit in corruption index - a news piece coming purely from President Aquino and his administration's point of view on Transparency International's report on worldwide corruption index rankings. Claiming credit for the very small uptick surely meant that the President did not read the TI report which was based mostly from 2009 surveys and shows we have the same score as last year's (2.4) and are tied with some other countries from 134 to 142 (last year we are tied from 139-142).. Aquino +1.

Cop witness: I heard Andal Jr. plan massacre - a news update on the Ampatuan case, quickly reminding us that the family of the accused are allies of the former President while forgetting to take note that the former President is also closely allied with the victims. Arroyo -1.

The scores:
Aquino: 3
Binay: 1
De Lima: 1
Escudero
Arroyo: -1

The problems of the COMELEC which was the highlight of yesterday's issue, made it again as the centerpiece today in the Phil. Dialy Inquirer Front Page.

The main news (‘Controlled poll chaos’ Comelec to look into ‘sabotage’ claims) reports on the possible reasons why there are delays and/or postponement in some Barangay elections. The problem seems to stem from corruption within COMELEC while the Commission is proactive enough to investigate it, giving them both good and bad press.

The main headline which is updated online (Elections in 2,023 villages postponed. Aquino dismayed but Comelec satisfied at voting) is a report on election delays that happened in various places nationwide, where President Aquino seems to have been portrayed as someone whose quality standard is high. The COMELEC is treated both ways but more on the negative side, giving space to chairman Melo on their own defects as well as the dissatisfaction of the President. Aquino +1. COMELEC -1.

Gov’t says elections generally peaceful; 5 dead - a report on the violence that happened during the elections which is mentioned to be less than the last similar election. AFP +1.

On the day of the Barangay elections, the news about the legal challenge to a President's Executive Order took the center-stage in the Phil. Daily Inquirer Front Page today.

The main headline (Another Aquino EO challenged. Order suspending executive perks assailed) presents the legal challenge to EO#7 which suspends the bonuses and other perks of GOCCs. The report repeated the logic behind the President's populist EO but at the same time gave space to the legal questions posed against it such that our monitor cannot make a call as to whether it benefits the government's position or not.

The other news today:

4,000 incumbents in Monday’s barangay polls face ouster - a report on updates regarding the Barangay elections that gave President Aquino some space describing him as a hard worker, working even on a holiday, thus giving him some positive exposure. The updates mostly came from the COMELEC and thus presented the commission to be on top of things. Aquino +1, COMELEC +1.

SC urged to forgo sanctions vs UP profs - a report that gives more weight to the plagiarism allegedly committed than the decision that says there is none. SC -1.

Analysis. Aquino blunders may embolden adventurists - although the analysis by Amando Doronila whose pen seems to have supported the Aquino candidacy still gave the spin of a huge mandate for the President, it nevertheless repeatedly mentioned the blunders and ineptness of the administration. Aquino -1.

Meet the tag team of Radyo Inquirer 990 - a report on some persons anchoring an Inquirer's radio program, obviously a promotion of the same. Inquirer +1.

Now it is the SC at the losing edge versus the UP professors, that our attention is drawn to by the Philippine Daily Inquirer Front Page.

The main headline (High tribunal vs UP Law. ‘Overwhelming’ support for profs in plagiarism case) is mostly a news report of comments by various people who says that the SC is wrong, highlighting the dissenting opinion in their ruling on the plagiarism case against one of its own Associate Justice. Amazingly, the report focuses on how the law professors who are presumably lawyers themselves receive overwhelming support in terms of legal services as if they need them. SC -1.

The other news today:

Ex-con runs amok in school, kills 3 - an amok that was released from jail through Presidential clemency but which report did not focus on who gave the release rendering it politically neutral.

Pagasa: New storm due today but will most likely spare RP - a report on the weather now rightfully given space in the front page. The report recalled typhoon Juan with updates on damage to crops and the President's resoluteness in putting some people in coastal areas in Isabela to safer grounds. Although the report updates the casualty to 26 and 36 (Red Cross data), it did not point out that the President spoke too soon on having little casualties. Aquino +1.

PNP links MILF to bus blast; 2 other angles eyed - an update on the North Cotabato bus bombing focusing on the angles at which police is looking at the crime. There was no mention whether police is conducting a proper investigation specially on forensics which past events prove is a major delinquency in the country's crime fighting capability.

A bomb that shattered a bus and shook Northern Cotabato took away the focus of the Front Page of the Phil. Daily Inquirer's today from Typhoon "Juan".

The main headline (Cotabato blast kills 10. Police say explosive detonated by cell phone) reports on the events surrounding the bus bombing and its casualties. It gave some apace to President Aquino's statements giving him a little bit of positive treatment. Aquino +1.

The other news today:

Aquino flies to Isabela, weathers his 1st storm - a report that shows President Aquino acting like a really good father. The report is totally disconnected from other previous reports and even to itself when it states the crop damages. This report would have been the headline had the bomb in North Cotabato did not blow off. Aquino +1.

‘SC sanction for UP law profs has chilling effect’ - the Supreme Court is an old boy's club out for revenge. SC -1.

Carlo Caparas faces P540-M tax evasion case - a director who got an atrocious government contract from the time of President Arroyo charged for tax evasion, perhaps like Al Capone. Arroyo -1.

Typhoon Juan is still the one in the Front Page of the Phil. Daily Inquirer Today.

The main headline (‘Juan’ flattens 3 towns. Typhoon lingers in RP, may exit slowly Thursday) is a report on more casualties and damages sustained by the country from Juan's fury, bringing the number of dead to 22 and the damage to crops at more than P4B. The report did not mention that yesterday the President seems to have talked too soon and was proud of only few casualties sustained in the world's strongest typhoon this year. Also the report did not explain why there seems to be more damage in Zambales than in Ilocos Sur which was more directly hit by the typhoon. The absence of report of course shielded PAGASA from possible questions regarding mistakes in their forecasts and updates.

The other news today:

Explain, SC orders UP profs - a report on the ball now being held by UP professors who asked a SC justice to resign over alleged plagiarism on a penned decision. Although still a he-says-she-says report, the same exhausts all arguments from all sides giving enough information to the readers to make an informed judgment. For the first time in the more than 6 months since this monitor is started, we laud a specific Philippine Daily Inquirer Front Page news report.

UP IN THE AIR. OFW kills self inside plane toilet - a report on a sad ending to the plight of a returning OFW.

HK hostage survivor out of coma after 2 mos. - an update on the hostage survivor whose source of injury was still not explained up to this time. A theory that suggests that a hammer swung by Police in the rescue could have injured the victim, gives additional excitement to his awakening from coma.

JOKER ARROYO SAYS. ‘Joma pardon not the same as Trillanes’ - a he-says-she-says report on the issue of amnesty, repeating what was reported yesterday (Rex Robles' opinion) while including this time Sen. Arroyo's side. Again the report mentioned that Robles is a member of the Feliciano commission but did not mention that his opinion is contrary to the final report of the same commission, which makes the report somewhat leaning in support of the President's decision. Aquino +1.

Fire! 3rd gov’t witness says he heard Andal Jr. give order - an update on the Ampatuan trial giving exclusive space to the testimonies of a witness. Surely there are more information that could have happened in the trial but was not reported in this particular piece.

DoH backs the more, merrier, for safer revelry on New Year - a report on the suggestion of the DOH on an organized merry-making for the New Year.

Intramuros among 200 heritage sites facing ruin - a reminder of sorts to the administrators of Intramuros to save one of the heritage sites in Manila.

The score:
Aquino: 1

Again, even on his way out, typhoon "Juan" took the Philippine Daily Inquirer Front Page today by storm.

The main headline (‘Juan’ leaves 12 dead; P1.5-B crop lost. Waves as big as houses swamp Isabela town) reports the devastation caused by the typhoon, from a point of view that would make the government proud (that there are less fatalities int he face of the world's strongest typhoon this year, that there were less fatalities because the LGUs are better prepared because of the better than past PAGASA forecasts, and that there is a very huge loss of palay crops justifying the government's plan to import more rice next year which erases the President's wrong statements in the SONA). Aquino +1.

The other news today:

PAGASA: Team RP proves world wrong - a report basically from PAGASA's and the administration's point of view claiming that they were good based on the lucky occurrence that the typhoon did not cause as much landslides and flooding as in the past. Aquino +1.

Joker redux: He got amnesty for Joma Sison - a report that would have led us to believe Rex Robles represents the Feliciano commission, whose statements are in defense of the President's decision to grant amnesty to rebel soldiers. Aquino +1.

‘Explosive, not gas, blasted Glorietta 2’ - a totally one-sided retelling of the Glorietta explosion, asserting there is a coverup involving both former President Arroyo and now AFP Chief of Staff David. Arroyo -1. David -1.

UP Law faces sanction over SC plagiarism case - a report that seems to show that the SC is vengeful against UP Law who accused one of its member of plagiarism. SC -1.

Baby George mom wants to take him - a report that got the compassionate DSWD saying victims cannot be criminals. Our monitor cannot determine the effect of this news on the department, yet.

Pagcor bought Bro. Mike condos - a report that seems to show that Velarde and a former administration official are in cahoots in doing some kind of a daylight to midnight deal. Arroyo -1. Velarde -1.

A tongue-twister that spells disaster - a report that seems to explain that the problem with the new name was by the doing of the past administration.

The scores:
Aquino: 3
David: -1
Velarde: -1
SC: -1
Arroyo: -2

Typhoon Juan took the Phil. Daily Inquirer Front Page by storm today!

The main headline today (Super-typhoon hits North. Gov’t evacuates folk in Cagayan, Isabela) is a combination of reports coming from different areas expected to experience the onslaught of the typhoon, as well as the press statements of readiness expressed by some government officials.

The other news:

Students taught how to record rainfall - a project by Smart Communications that prod students from various places to monitor, record and report rainfall. Smart Communications is a regular advertiser in the Phil Daily Inquirer Front Page.

Analysis. Amid setbacks, Aquino is combative - For the first time, although still reminding us of the President's supposed landslide victory (even if almost 60% of the voters did not vote for him), an analysis by a person who seem to be an Aqiuno campaign supporter, that turned out to be negative for the President. Aquino -1.

Lawmakers scramble for P21-B dole - a report on the dole-outs in the national budget, which repeats the opposition against it. Aquino -1.

Mere admin penalties dismay China - a report on the apparent snub by China of a proposed Philippine delegation and a recall of the hostage fiasco, could only be negative to the administration. Aquino -1.

RP ‘komiks’ fight for survival - an AFP feature on the dying local illustrated comic books industry.

PDI business reporters win four awards - a report on PDI winning business journalists by a project supported by Globe Communications.

Church to hold fadz concert - a story on singing priests' upcoming show, giving the Catholic Church some positive exposure. Catholic church +1.

While everyone is busy concerned of the typhoon, President Aquino is taking a hit in the Front Page of the Phil. Daily Inquirer for a few days in a row. The scores today show the continuing trend:
Catholic Church: 1
Aquino: -3

The arriving typhoon, and the hostage blame game are the most prominent news in the Phil. Daily Inquirer Front Page today.

The main headline reports on the statements of both General Magtibay and Mayor Lim, the former blaming the latter while the latter parrying off the blame (Ex-MPD chief blames Lim. Lim hits back: Why air belated version only now), giving them both some negative exposure. The issue might then get back at President Aquino as the two lead characters both say they did not know of any order from above to use the Special Action Force, which could mean the President is totally uninvolved in the hostage situation. Lim -1. Aquino -1.

The other news in the front page today:

PCCI maps strategy to grow key industries - a report on the PCCI saying what should be done by the government to improve the business situation in the Philippines. The report did not say whom the recommendations where forwarded to although it was apparently presented to President Aquino as reported in the next news.

The news that is coming from the President's point of view on the SC's recent decision took centerstage today at the Phil. Daily Inquirer Front page.

The main headline (Aquino slams high court. Warns SC ruling could lead to gov’t chaos) seems to expound a controversy that the President wanted to stir up versus the Supreme Court in relation to the latter's recent decision which somehow took the former's decision at bay. Aquino +1. SC -1.

The other news today:

Biggest ever: P24-B tax case filed vs Shell - an almost one sided report on the governments case against the giant oil company. Aquino +1.

Thursday, October 14, 2010

October 14, 2010

For the first time since stepping down from Malacanang, former President Arroyo is the topic of the main headline of the Philippine Daily Inquirer Front Page today.

The headline report (Arroyo hits P21-B cash transfer. She breaks silence for first time on Aquino gov’t) is about former President Arroyo airing her concerns against the Aquino government's Conditional Cash Transfer program which is supposed to help the poorest of the poor. Although the report centers on former President Arroyo's interpellationpodium in the House of Representative as congresswoman from Pampanga, on the deliberation of the 2011 proposed budget, the news reminds its readers constantly of controversies during her term. Arroyo -1.

The other news in the front page today:

Prosecutors: After 7 yrs of trial, nothing happened - a report saying that the President is alone in his decision to give amnesty to rebel soldiers, and gave space to the lamentations of a state prosecutor on the wasted time they devoted and the danger their witnesses could possible face. Although the IIRC report is still very much in the news, the Presidential Amnesty on Coup plotters took the centerstage in Philippine Daily Inquirer Front Page today.

The main headline (Aquino grants amnesty to Trillanes, mutineers. 300 rebel soldiers in 3 revolts covered) is a sort of he-say-she-say report on the amnesty granted by the President to the coup plotters of various times in the previous administration, that gave the rebel side including Trillanes some positive interview space. Coup plotters +1.

The other news in the front page today:

Why not all senators are for rebels’ release - a continuation of the he-says-she-says kind of report started in the main headline, which again took note of the Coup plotter's supposed idealism. Coup plotters +1.

Aquino asked: What about ‘Morong 43?’ - a report on the left's take on the soldier's amnesty that could somehow help the Morong 43's case for the same amnesty, since they supposedly are held on trumped up charges just because they were critics of the dictator-like former President. Arroyo -1.

‘Dirty Harry’ comes clean: I am innocent but ready to accept rap - a report that gave overwhelmingly good interview space to Mayor Lim although a point of view from the hostage taker's brother against him was also included. Lim +1.

‘Radyo Inquirer’ headquarters inaugurated - a sort of advertisement news on the Inquirer and its newly inaugurated radio station, that also gave good space to VP Binay. Inquirer +1. Binay +1.

Joker on Palace IIRC review: Work of lesser legal minds - a he-says-she-says news on the IIRC report that gave some dominant negative treatment for President Aquino's legal team, care of Sen. Joker Arroyo, that also gave a negative newsbit against Mayor Lim. Aquino -1. Lim -1.

The hostage fiasco gets back to the front page of the Philippine Daily Inquirer today but with a tamer treatment.

The main headline today (No criminal charges over hostage fiasco. President clears Puno, Verzosa of any liability) reports of the President's press conference yesterday on the next steps to be taken by the government on the hostage fiasco that happened more than a month ago. Since the President's press statements yesterday were full of gaffes and inconsistencies yet the same were not reported in the news, our monitor counts this report as positive to the President. Aquino +1.

The other news in the front page today:

The main headline today (Aquino steps into DILG row. Fate of Puno, Robredo known Monday) reports on the steps President Aquino wlll take to fix the supposed squabble between Sec. The other news in the front page today:

Puno tells why Aquino would think twice before letting him go - a report on how close Usec Puno is to the President. Puno +1.

The Philippine Daily Inquirer Front page today has less issues but continues the line of headline news it started yesterday.

The main headline (Puno told: Show proof) is a report whose title does not have anything to do with the contents, mainly an exaggeration of what was said. The headline seems to have given Puno back the ball which he seemed to have himself passed around yesterday. Puno -1.

Belmonte: P50M for each solon is not ‘pork’ - a report that says the new DPWH budget allocation scheme is not a real pork barrel, perhaps just part of vote getting arsenal designed for the congressional district representatives.

Where welcome for poor kids never ends - a report about an advocacy helping educate and shelter poor children.

The pork budget and what seems to be Sec. Puno's rumblings took centerstage today in the Phil. Daily Inquirer Front Page.

The main headline (‘Pork’ in budget doubled. From P70M, 278 solons can get as much as P145M) is a usual he-say-she-say kind of report, resulting from interviews with various congressmen for and against the pork barrel arrangements as well as the Palace' deputy spokesperson, where those against are given more space. Aquino -1.

The other front page news today:

Puno: 5 groups out to get me - is somewhat a secondary headline that is basically a press release from USec Puno and the President. It also contains an interview with Sec. Robredo that all turned out positive for everyone, although it is apparent that all is not well with Sec. Robredo and Usec. Puno. Puno +1. Aquino +1. Robredo +1.

THUMBS UP, THUMBS DOWN. Lifestyle without a bang, ‘wangwang’ - a mostly positive take on the President's first 100 days. Aquino +1.

Shalani Soledad, Aquino now singing ‘Knowing When to Leave’ - a controlled media release of the supposed split of the President from Councilor Shalani that obviously turn out President-friendly. Aquino +1.

Aquino opens largest corn facility in SEA - a positive coverage of the President riding on a project by a private firm. Aquino +1.

Robredo: 1
China: 1
Imelda: 1

A mixture of Jueteng, the Ampatuan Massacre and birth control issues dominated the Phil. Daily Inquirer Front Page today.

The headline news (Aquino orders Puno: Stay put. I’ll not be destroyed by P-Noy critics—DILG usec) is a report that looks like a commentary piece by DILG USec Rico Puno himself, although the news report itself reminds the readers of the charges against him. Puno +1.

The other front page news today:

Release of hostage report put off again - a slightly negative take on President Aquino's dilly dallying of the release of the review of the hostage review report, but which creates anticipation to his 100-day "town hall" speech expected today. Aquino -1.

Massacre victims begged for mercy, witness cries - a report on a testimony against the Amapatuan's in the Maguindanao Massacre trial, that reminded the readers that the family of the accused is a "close ally" of the former President. Arroyo -1.

Gov’t policy clear, allots P400M for birth control - a report which did not give out any indication of a preferred position on the matter of the birth control issue, although it surely emboldens the RH bill supporters because of the insinuated support coming from the President.

Panlilio: Aquino silent on ‘jueteng’ - an interview with former governor of Pampanga, Fr. "Among" Ed Panlilio, regarding the President's seeming lack of interest in curbing the illegal numbers game. Aquino -1.

Bishop Soc: God called me through Bruce Lee - an apolitical feature story on the Bishop of Dagupan.

The scores:

The issue on contraception still is the topic of the day in the Phil. Daily Inquirer for more than a week now.

The headline (Church OKs ceasefire. Cites need ‘to pause, assess and pray’) is a story on the supposed dialogue about to happen soon between the President and the Catholic Church on the issue of contraception, that gave Presidential spokesperson the last say. Aquino +1.

The other front page news today:

DepEd to announce K+12 program Tuesday - an update on education reforms, specifically adding 2 years to the number of elementary and highschool education.

COMMENTARY. Go: I will fight no more forever - a sad surrender on some things the writer, a lone crusader against erroneous books, cannot change.

USA: 1

The main issue in the Phil. Daily Inquirer Front Page today is still on RH Bill, Family Planning and Contraceptives.

The headline (Civil disobedience still a CBCP option. Bishops say they have moral authority to call for) seems to ready the reader for a showdown between the Church and the Government as far as the RH Bill is concerned. The news include opinions from both side of the issue and seems fair. However, of course, the issue is still a non-issue when in fact everyone is not actually talking about specifics but on the broader issue of Church versus State policies.

The other news today:

Analysis. RH bill fight may damage Church - An analysis by Doronila who is known to have supported President Aquino in the campaign with his views, that is based on wrong premises: that the Bishops threatened the President with Excommunication (the church did not) and that the President is steadfast in his decisions (he did not make any decision). Although the title says the fight may damage the Church, the piece actually did not say why so. It just says so. Aquino +1. Catholic Church -1.

Commentary. ‘Some pretend place where bluebirds sing’ - a commentary by Mr. Antonio Calipjo Go on erroneous textbooks about which practically nothing has been done to correct them. DepEd -1.

Poor households turned into small businesses - a report on a winning group's livelihood project for poor households.

The scores:
Aquino: 0
Catholic Church: -1
