Whistle-blower to detail corruption in military) is a repeat of the same story bannered for several days now, without any additional detail whatsoever, only that this time it devoted some space for comments coming from Sens. The headline (‘P50-M send-off gift for Reyes’. Colonel explodes bombshell in Senate) is a report on Col. Rabusa's charges against former AFP Chief, former DND Sec, former DOE Sec. Reyes. Although the charges themselves lack some verifiable details, it surely will put Sec. Reyes in hot waters. Our monitor suspends judgement as to who this latest accusations are actually eventually directed to at this time while we start to monitor the front page's treatment to Reyes. Reyes -1. Estrada +1.

The other front page news reports today:

10 killed in fall from 28th floor - a report on a major accident in a building construction site. The report gave a bit of space for the palace, the DOLE and to the office of the Mayor of Makati which we did not count. The report suspended judgement against the contractors or on the building owners who seems to be a company related to business magnate Lucio Tan.

‘Is it plea bargain or a bargain sale in Divisoria of corruption?’ - more on the same Garcia plunder case and plea bargain, this time via a hearing in the Senate with a few senators given good space, some getting more than the others. Ombudsman -1. APCayetano +1. Guingona +1.

Int’l terrorist named brains of EDSA bus blast - the administration is given a negative treatment by an unverified statement from a supposed police intelligence officer on the EDSA bus bombing. which report also gave ample space to the MILF for their self-serving statements. Aquino -1. MILF +1.

Mang Salus won’t see only daughter graduate in April - a report that says it is sad to have dead family members.

Trillanes vs Reyes: It’s payback time - More of the same story against the former AFP chief, allegations that are not yet verifiable, lacking in logical details, while this time giving good space to some more senators. Trillanes +1. Estrada +1. Reyes -1.

US judge affirms $353-M fine on Imelda, Bongbong Marcos - a report that looks like the Phil. Government is losing to the human right claimants on claims to the Marcos loot, but spinned in such a way that it is a good thing.

The victims' stories, rather than the investigation to solve the bus-bombing case, took the bigger focus of the Phil. Daily Inquirer Front Page today.


The headline (Loves, dreams shattered. Fatalities supported families) is a story on the victims of the more recent bus tragedy. We hope the Inquirer is not using the tragedies of ordinary people and convert them into telenovela-like stories to sell more paper.

Probers see Abu behind bus blast. But say too early to tell who did it - a report that says the government does not know yet what hit us, but reporting such in a way it avoids becoming ridiculous as it is. The report also includes a gaffe by President Aquino, taking back his terrorist label to the perpetrators of the bombing, but which report again carefully worded the gaffe. The report actually is devoid of any actual update on the event that rocked the country. It just gave space to some familiar names and showed that the police force is busy studying the details. SC upholds life terms on Valentine’s Day bombers - a belated report on an SC decision, related to the older (5 year old) bus bombing in Makati. SC +1.

Palawan police charge 5 in Doc Gerry’s murder - a report on the murder of a radio anchor in Palawan that turned into an environmentalist tirade against mining. The mayor of Palawan, some Catholic prelates and the ABS-CBN foundation were given space in the news report. Catholic Church +1. ABS-CBN +1.

COMMENTARY. No contest: UST is oldest university - a report on Asia's oldest university, challenged on age by another local university, that gave the Catholic Church mileage as being dedicated to education. Catholic Church +1.

Doubts aired PNP has solved car dealer’s killing - a report without any real updates on the carjacking/killings, that gave PNP both positive and negative exposure. Our monitor tilted towards the negative as the title of the report itself insinuates that there could be something wrong with the way the Police force is conducting its investigation. Meanwhile, Sec. Robredo is given space for his own statements regarding his closer look into the possibility of government offices involved in carnapping activities. PNP -1. Robredo +1.

Prosecutors deny forcing auditor to lie - the office of the Ombudsman in a defensive stance. Ombudsman -1.

DoH warns public on crystals, magnetic bands - the DOH is simply doing its job landed in the front page of the paper. DOH +1.

It is another sad day for the country as the Phil. Daily Inquirer Front Page today headlined the bomb blast on a bus that rocked the country's financial district.



The headeline (EDSA bus bombing: 4 dead. Bomb under seat of bus driven by Maximo Peligro) is another sad report on the Philippines, a bomb blast probably by terrorists. The report gave a list of fatalities and other victims. The report also gave President Aquino who was quick to react on an issue of national urgency this time, some exposure. Aquino +1.

The other front page news today:

Killer’s gun traced to ex-governor’s aide - an update on the now sidelined murder in Palawan, which gave the DENR and DOJ Secretaries space for their statements even if those comments seems are not adding anything to the report. The report also gave quite a bit of space to some senators which our monitor let pass this time. DENR +1. De Lima +1.

Aquino fondly remembers mom on her 78th birthday - good words said to remember the mother by is actually for the son. Aquino +1.

Gerry, this one’s for you, for Palawan, for country - a feature on the murdered journalist who is also an environmentalist working for Gina Lopez of ABS-CBN foundation, who wrote the piece. ABS-CBN +1.

Robredo eyes carnap cohorts in gov’t - quite a space given to Sec. Robredo, a bit for Sec. De Lima, and some good exposure for the PNP, in a surprising spinning kind of report. Robredo +1. PNP +1. De Lima +1.

OSG told to back off on Garcia - an update on the Garcia plunder case with no real updates. Ombudsman -1.

TRANSCRIPT. Garcia inked P200-million transaction - a 2 year old transcript of a court hearing on the Garcia plunder case which is incomplete and only points to the prosecution's case but not on the defense, obviously trying to prove strong evidence against the former AFP Comptroller. Senators get sermon from CBCP exec on death penalty - some Senators looked lazy and stupid via this news report from a statement by a CBCP executive. Catholic Church +1.

‘Police tip triggered car dealer’s killing’ - a report on the recent carjackings with murder cases that seems filled with conflicting information and statements from law enforcers. The report gave DILG Secretary some space on his theories as to the possible existence of cohorts within government. Robredo +1.

Go slow on Garcia, auditor told - a two year old news report that implicates the former administration in the Garcia plunder case and subsequent plea bargain. Arroyo -1.

Dominguez brothers face 28 car theft, drug charges - a report that show the legal troubles the alleged carnappers are in, while at the same time they are not yet issues new arrest warrants while suspected of being behind with the recent spate of carjackings/killings.

First pediatric liver transplant by PH team of doctors - a report on a successful operation which includes mention of some help from the PCSO. PCSO +1.

Co’s friends, kin call on De Lima to scrap report - a he-said-she-said report on the botanist's killing, with Sec. De Lima in the middle but being pulled from both sides.

Believe it or not: Car theft cases down, says PNP - still a positive report on the PNP although the news title seems not to signify the paper cannot believe it. PNP +1.

SPECIAL REPORT. School of Tomorrow: Credits from life experience - a positive take on a university in Makati and the new program/course for local governance. Makati is synonymous with VP Binay rendering the report positive to him. Binay +1.

End project guarantees, gov’t urged - a news report out of statements made by a big company executive on the President's so called PPP (Public Private Partnership) initiative, which statement includes praise of the supposed popularity of the government and the plausibility of the project itself. SC pressed on live coverage of Ampatuan trial - another report which came from an opinion of only one side of the debate, which tend to put the SC in a corner. SC -1.

The report did not question the press statements of the law enforcers, nor the evidence presented (the partially burned driver's license). PNP +1.

Dominguez brods living it up on the fast lane - a news report on how bad are the Dominguez brothers, supporting the police version pointing to them as the suspects in the recent spate of carjackings/murders. PNP +1.

Singson on Edsa Dos: We were all used by Arroyo - a report on an interview with Gov. Chavit Singson, with a nifty but unclear mention of Arroyo that the paper took as aside on the former President. The paper included statements from the President and from the new chairman himself but we do not count as positive or negative as those statements are expected. ‘Strange weather’ –PAGASA - a report on PAG-ASA mostly from their own comments, including their surprise (surprised?) that weather is changing by the hour. Our monitor counted it for the agency not just for the exposure, but also for their defense to their inability to make more accurate and timely forecasts. PAG-ASA +1.

Now, it’s Palawan being hit by floods - more reports on floods everywhere in Visayas and Southern Luzon.

Lozano son found dead in Pampanga - the police prompted by the President to do their jobs merits a score in our monitor for both the police force and their leader. Aquino +1. PNP +1.

Bishops on Roxas: Troubleshooter, no; Cabinet post, yes - another report of a collection of comments on the role of Sen. Roxas in the Aquino government, giving him much exposure. The report did not give much support to the President's pronouncement to make him a "troubleshooter" whatever that means. The report also gave much weight to the opinion of two bishops for unknown reasons except that perhaps the bishops has the same opinion as the Inquirer editors. Roxas +1. Aquino -1. Fil-Ams make their presence felt at Golden Globe Awards - a report on the winners in a US entertainment award.

Ex-health chiefs huff, puff vs cigarette firms - a report on a DOH order that hopes to limit the sale of tobacco and cigarettes in the country, where the proponents get the involvement of the SC much like as a threat. The report failed to report the issues used by the manufacturers against the order, though, to make a more intelligent understanding of the debate. SC -1.

The COMELEC again is the main news in the Phil. Daily Inquirer Front Page today.


The headline (Brillantes sworn in as chair of Comelec. No more objections from Roxas after chat) is basically a report on the appointment of the new COMELEC chairman, without reporting on the real sticky issues on the same such as conflicts of interests. Importance was shown of Roxas whim the President asked his candidate for the position to meet with prior his appointment. Mention was made of both Binay and Escudero but not enough to trigger our score for them. Roxas +1.

The other scores today:

Cayetano: Choice lacks wow factor - a report with more space for valid but unchallenged criticisms of the new COMELEC Chairman than support, a he-said-she-said piece based on interviews with politicians. COMELEC -1.

While the main headline is about the legal battle won by the former strongman's (Marcos) human rights abuse victims, the really significant development is how President Aquino is more positively covered by the Phil. Daily Inquirer Front Page today than in previous weeks.


The headline ($1,000 for Marcos . US judge OKs distribution of $7.5M) is a report on the winning claims of the victims of Marcos' human rights abuses, handed out by a US court. The report itself was a spin of a news purportedly good when in fact more issues should have been touched such as the Phil. government's claim on the same properties from which the award to the human rights victims shall be taken. This therefore should have been reported as a loss to the government's claims to some Marcos assets. Instead of a proper report, the piece gave us comments by left-wing personalities and HR claimants themselves CHR Chairperson Eta Rosales and former Congressman Satur Ocampo. The comments include positive and negative treatments of former Presidents Estrada and Arroyo respectively. Estrada +1. Arroyo -1.

Palace slams prosecutors: No AFP consent - the same report as in previous pieces where the Office of the Ombudsman is repeatedly boiled in hot water through comments by the Executive branch of government. Aquino +1. De Lima +1. Ombudsman -1.

DISASTER SITES SURVEY. Aquino considering total log ban - a report showing President Aquino as a busy and concerned leader in times of calamities, while ignoring another gaffe as the President considers total log ban which is not really total. Aquino +1.

De Lima dares Webb et al. to take lie detector test, seeks ID of ‘sir’ - a report on the Justice Secretary offering a curious almost nonsensical challenge to recently acquitted former suspects. De Lima +1.

Heavy rains lash Bicol; cloud band moving up - a report on more rains and floods expected in Bicol, which mentioned that the President will visit the disaster areas on Saturday.

Visayas; 7 drown) is a collection of reports on the rains and floods happening around the central and southern regions of the country, with mention of the President about to do a whirlwind visit to those areas, but without a hint of positive or negative connotations.

Trillanes: Garcia set to talk but got scared - Sens. Trillanes and Cayetano (as well as a couple of congressmen's) statements given importance on the Garcia plea bargain, bashing the office of the Ombudsman's explanations of the same. Sen. Trillanes insinuates that there are people handling the plunder-charged general, most probably referring to former President Arroyo or her First Gentleman, but did not actually say so. Trillanes +1. ‘For better or for worse,’ come hell or high water - a belated report on a wedding that went on despite the flood and rains that could have soaked everyone, thanks to the AFP rescue team. AFP +1.

Constitutional Reform took center-stage today in the Phil. Daily Inquirer Front Page.


The headline (Ex-Chief Justice Puno: It’s time to change Charter. Bishops back call to amend Constitution) is a report on the former CJ favoring the possibility of charter change for some reasons, and some bishops open to studying to reform the constitution. When reporting on this topic, the paper recalls that many are against the issue in the past as it is deemed to be a strategy by the former administration to extend its term, although our monitor do not count it against FPGMA at this time. Meanwhile, the issue is positive to President Aquino as charter change advocates mention the President's trust rating as conducive to such change. Aquino +1.

The other front page news report today:

Solon in deep trouble for bullying PAL attendant - a report from both sides, a he-says-she-says piece, in a customer-gone-bad or customer-service-gone-bad situation, depending on how one sees it. The title of the news though seems to favor the customer service person and against the customer.

SC has plateful of big cases - for the first time in our monitor, a report coming purely from the Supreme Court's press conference, projecting the high court as a really busy place to be. SC +1.

PLEA BARGAIN CONTROVERSY. Garcia’s P128M now ‘beyond reach’ - a report mostly from an interview with Special Prosecutor Wendell Sulit from the office of the Ombudsman, but with a counter from former Ombudsman Marcelo, rendering it as a he-says-she-says piece. The report also cleared the office of the solicitor general via an interview with Presidential Spokesperson Lacierda. The paper did not ask any more independent opinion than Marcelo's, thus a bit unfair to the office of Ombudsman. Ombudsman -1.

‘Ladies’ in mini skirts rob taxicab driver - a report on a "hold-up" by some cross-dressing criminals.

Military camps sale pushed, opposed - a collection of opinion on the sale of government properties.

Aquino eyes Arroyo lawyer for Comelec - a report that reminded its readers of former President Arroyo's alleged sins, that also brings a bit of discomfort on Aquino but not enough to secure a negative score for the latter. Arroyo -1.

The headline (VIZCONDE MASSACRE WITNESS. Jessica Alfaro stands by story. Guingona insists star witness is credible) is a report on the Vizconde witness and her story. Although there is mention of the Supreme Court and the President, there was not any hint of any positive or negative treatment.

Guingona backs Vizconde quest - former VP, and Justice Secretary at the time of the Vizconde trial, weighed in as intervenor to the reconsideration motion filed in the Supreme Court as the Webb filed a motion to quash. Secretary De Lima is mentioned in the report but without elaboration.

Arroyo camp: Garcia plea bargain no midnight deal - former President Arroyo was put on the defensive while President Aquino enjoyed space for of all things his legal opinion. The report is an example of how the paper use other people to say bad things about a person, this time a priest, Fr. Dizon, saying the Ombudsman is an ally of Arroyo. Ombudsman -1. Sandiganbayan -1. New plan working: AFP lets lawyers visit top Red - the military's point of view on their recent catch, supposedly a NPA bigwig. A bit of blame was hurled against former President Arroyo on the breakdown of peace talks while President Aquino was also mentioned to be called on by the NPA leadership asking for the release of the prisoner, but not enough to warrant a score in our monitor.
